Background:
As an emerging economy, India's electricity demand is increasing rapidly. To reduce greenhouse gas emissions, the Indian government has set an ambitious target of 500 GW of installed non-fossil fuel-based capacity by 2030, with around 300 GW coming from solar energy alone. Agrivoltaics, the simultaneous use of arable land for agriculture and electricity generation through solar photovoltaics (PV), can play a key role in reaching this target. This approach offers the potential to mobilise additional land for the expansion of solar-based power generation while ensuring food security and avoiding potential land conflicts. Through the expansion of agrivoltaics in India, farmers and rural communities will be empowered to play an active role in India’s energy transition and benefit through new employment opportunities, increased and more diversified incomes. Their resilience to climate impacts is enhanced through crop protection, and improved microclimate and water regulation. The main identified barriers to the uptake of agrivoltaics in India so far are the lack of scientific data on India-specific contexts, awareness, capacities, suitable business models and financing instruments as well as clear legal and policy frameworks.
The Indo-German Cooperation on Agrivoltaics Project is implemented on behalf of the International Climate Initiative (IKI) of the Federal Government of Germany. It is a consortium comprised of the Deutsche Gesellschaft für International Zusammenarbeit (GIZ) GmbH (lead agency) and the International Water Management Institute India and Fraunhofer ISE (two implementing partners), that will work on the identified barriers above. Ministry of New and Renewable Energy (MNRE) is the main political partner for the project. In partnership with Ministry of Agriculture and Farmers Welfare (MoA&FW) and other relevant authorities, MNRE will steer the project activities on policy, regulations, technology and research cooperation. The project will be implemented in the states of Madhya Pradesh, Maharashtra, and Gujarat, as well as in other relevant states, in alignment with MNRE. The project will showcase the successful deployment of Agri-PV in different regional and socio-economic contexts, inform and capacitate farmers, policy makers and solar developers, support the establishment of new financing mechanisms and promote an integrated policy environment by aligning agricultural.
Objectives:
The objective of the assignment is to co-develop financial products for scaling agrivoltaics in India through engagement with finance sector stakeholders from banking sector, development financial institutions, innovative finance, and climate finance. The assignment will create fit-for-purpose financial products tailored for different segments of the finance sector for scaling agrivoltaics in India.
